Grape Vine

For the past 3 years my grape crop is covered in mildew although it looks very healthy when the shoots appear
I have tried various fungicides but nothing seems to work. Has anyone any advice they could give me please

It needs at least 8 hours of direct sunlight. Also, it needs adequate air circulation. The absence of either can lead to fungal problems in grapes.
