Grapevine - pruning in May (Northern France)

My grapevine is about two year old. About 2 meters up a post and 80cms along a vertical frame. The aim is to train it along a vertical frame. On the upright stem there are a number of "spurs" about 1 foot long. Question is......should I cut the spurs off to promote growth along the verticals? I'm in northern France and we are about 4 weeks ahead of the UK weather

I would remove any shoots and buds that grow below the wire on the trunk only.
