Are these bugs living on my mango plant bad? And how can I get rid of them?

I have a mango plant that I have been growing from a seed that's doing fine but has a a bunch of tiny gnat-like fruit fly-like bugs that seem to be living on/around it. I'm not sure if these are in fact fruit flies that maybe started on some rotten fruit we had on the counter at one point (which we no longer have) but seem to be able to persist living on the mango plant? Or if they are some other type of indoor plant bug that likes living on this plant?

So far I have just been hand clapping them to death when they fly up into the air off the plant.

Are they bad? Any ideas on how to more permanently eliminate them?
Also a video of them moving around is here:

Looks like fungus gnats to me. Although irritating adult gnats are basically harmless. The larvae lives in the soil and can be detrimental to young plants and seedlings. The larvae likes damp rich organic soil. Water from the bottom up and try to keep the top inch or so dry. If they persist you can apply BTI, better known as Mosquito Bits or Dunks.

I just wanted to say a BIG THANKS for this- I got mosquito dunks and mashed one up into fine grain powder- sprinkled it evenly over the top soil and have been watering the plant normally since and the gnats have totally vanished!! It's a great relief since we had them for like four months.
