1) Trim it down, and leave the material in place.
2) Throw down a layer of compost or manure.
3) Water in.
4) Cover completely with cardboard, newspaper.
5) Water in.
6) Cover with a few inches of mulch.
7) Water in.
8) Dig holes, and put in your new plants.

I've got black material to cover
I was planning to get rid of the weeds and cover and then have plant boxes
You think I should keep them there for food for other plants?
If they're kept there, won't they sprout up in future? (Does that sound a dumb thing to say? LOL)

Works fine. Provided you cover the area well with cardboard/newspaper - little to nothing comes through. Have used this technique over and over to create a beautiful base for planting.
