Unwanted Field and Downy brome in rug junipers.

On our berms which have rug junipers and other shrubs growing on them, it has been infested with field brome, and downy brome grass. Seems to be overwhelming the junipers and looks terrible. Its going dormant now, cause of freezes, but come spring is there something that I can put on the berms that will kill the grasses and not the shrubbery? Obviously a preemergent granule wont make it to the ground, so that will be useless, but is there a liquid that can be drenched on there that wont kill the shrubs and trees?

A liquid pre-em like Dithiopyr could be sprayed over the area and watered in without harming the junipers.
You could also use Fusillade, Poast or Envoy to kill the grass without harming the junipers as a post-emergent.
