Time to the propagate this orchid?

Hi all, I am new here, and I need some help with this orchid (see attached photos).

I recently noticed there are 'roots' spouting out of the plant. Are they roots? Should I cut that whole right hand side part out and make another orchid plant out of it? Theses 'roots' look a little wrinkly -- is it still good to propagate?
