Sequoia tree discoloration

Please help identify and recommend treatment for this discoloration to the sequoia trees. Any help will be greatly appreciated. Thank you

That looks a lot like insect damage that sometimes happen to our bald cypress trees here. Are the leaves dead and do they fall off or stay on the tree? If the leaves are dead and stay on the tree I suggest you get in touch with a state agency such as Parks and Wildlife. This doesn't look good
