Root Rot? little white roots near the surface

This is my first attempt at growing tomatoes indoors, and I might have over watered one of the plants. It might have also turned into root rot, from what I've gathered.

White roots are healthy roots. Black roots are a sign of root rot. Brown brittle roots are dead roots. I have never seen roots like pictured. Did you cultivate around the base of the plant thereby disturbing the surface roots?

The roots are fine but being on the surface water has produced furry tendrils. Covering them with a little extra soil should solve the problem.
