Problems with junipers

I have a few Sky Rocket junipers and one Wichita Blue. Some of them had zero growth over last three growing seasons. Based on pictures, does anybody have an idea what’s going on with them?

Its been bad for junipers the last few years with bagworms. You can spray the plants but catching the bugs out of their pouches is difficult. If your juniper is too big to stray then you may have to just replace them with something else.
