Greetings, welcome to the Forums.

This is Shrubby Hare's-ear (Bupleurum fruticosum), also known as Thoroughwax. It is a woody member of the Celery Family (Apiaceae), native to southern Europe, northwestern Africa and the Levant. It is an attractive evergreen shrub with attractive yellow flower umbels. It can grow in full sun or bright shade and is easy to propagate from either seed or cutting.
