Trying to identify if this is a problem or just a result of climate adaption.

Tree has been growning in this climate for nearly 1 full year. It is slightly outside of its zone but not by much. Tree was planted with a loomy, perlite, peat moss, and compost blend. Monthly blanaced fertilizer is used, and late night bi-daily soak cycle of irrigation.

Discolored leafs are occuring closest to the end of branches or at the site of new growth. Not localized to one area of the tree but is limited to 7-10 leafs. All new growth has died within last 15 days, but new sprouts are present and look healthly threwout all branches.

Any ideas would be greatly appericated.
