Is this grape vine dead?

I just moved in 6 months ago and haven’t seen any change. Is there anything I can do to promote growth other than waiting for the spring to see if there is any change.

That photo shows exactly the way a living Grape (Vitis sp.) vine would look in Winter.
Spring will be here soon enough, especially in southern California.
If you are going to scratch away the bark do it on a small branch. You don't want to unnecessarily damage the trunk or main branches.
