Hi I have what I thought vwas a private hedge with shiny green leaves but have noticed black berries that start out as green buds then go red then black

Please do post photos of your plant. From your description I could make a guess, but it's better to be sure.

If you mean Privet, then it does have black berries in Winter (starting about now) which are very poisonous.
As said though a photo would help no end.
