Im suspecting powdery mildew / mealybugs?

Hey guys, new gardener here trying my best. Does anyone know what is happening to my mint, the dangers, or how to help? It is a sticky sap on the roots. My tomato plants are also having fungus on them that I suspect is powdery mildew. It wipes off and smells like mushroom the white mildew. I live in a tropical area with daily rain and sunshine.

The first picture is of the "spit" of an insect called a Spittlebug. It is totally harmless. Just wash it off. On the second picture it appears to be an early infection of powdery mildew. As long as the weather stays super humid and rainy the odds of eliminating it completely are slim. But you can slow it down enough for a harvest if you use a copper fungicide, baking soda, Neem Oil or a synthetic like Daconil.
