How to fix grass quality and patches

I have 2 issues with my backyard

1. grass is not of high quality as compared to my neighbors... so I hired a contractor to fix it... seems like he put the seeds (RUSSO TURFGRASS SEED) and some fertilizers and asked me to wait for a couple of weeks to see the results... This is week 4 and still, the grass quality is the same...

2. my yard has some patches, which according to my Gardner will be covered up as he put the seeds...

Please advise how to fix it (need step by step suggestions) ...

If you hired them to fix it, make them come back and fix it. Anyone can throw out some grass seed and fertilizer. Ask the contractor how he figured up how much fertilizer to use and what kind. If he can't answer, then that is right.
