Container-grown Camellia should be fertilized on a regular schedule. I fertilize mine once a month with a complete liquid fertilizer.
Some will recommend specific acid-loving fertilizers but I have used a general purpose (which is somewhat acidic anyway) for years with excellent results.

I mulch my in-ground Camellia with organic matter but I don't fertilize them otherwise on a regular basis.
However, if I did see a nutrient deficiency I would address it with a fertilizer application. Also, if I thought it necessary I would treat the soil with sulfur to lower pH, but in my experience as long as the soil is rich with organic matter, it is usually acidic enough for Camellia. However Rhododendron are a different story. I do apply sulfur yearly in Spring for them.
