Beautiful Blue Spruce!

YES! Move it now before it creates a problem with your foundation. I love Blue Spruce...planted one (unknowingly) too close to my front walkway. By the time it was pushing up the walkway, it was too big to move it. I wound up cutting it down, much to my regret.

What zone are you in? Google it and move it when recommended...sooner than later if you want to save the tree and your foundation.

Dwarf Blue Spruces have a "chubby" rounded look to them. I don't think this is a dwarf.
Dwarfs grow to 2-3 feet and are usually wider than tall.
Mediums grow to 8 feet tall and about 6 feet wide.
Large can grow 50-80 feet tall.

Here's an article about transplanting Blue Spruces: http://homeguides.sfgate.com/transplant-blue-spruce-38924.html
