Before pic and after 3 months peach tree

is it dying? I planted it 3 months ago and it doesn’t look as full and green. Most of the leaves feel dry and are dark colored. There is some new growth coming from bottom trunk am I supposed to prune?

Yes, prune away those new shoots. This looks more like a watering issue than anything else. It's not peach leaf curl nor does it look like any other fungal disease. I would pull away the mulch from the base of the tree and make sure the root flare is showing. If the tree doesn't get better I would try Super Thrive. But, it is the time of year for peach leaves to start their natural color change process and this may just be an idiosyncrasy of that particular tree.
