Protruding fruiting bodies are typical of fungus. The attack may just be young in its stage, but sunken spots may soon appear. There is a particular common-to-mint fungus that has the darker spots underneath with the lighter spots on top, which is what prompted my first question. It just does not quite fit the description though, the dark spots have no yellow ring for example.
