I've been trying to identify this tree for some time. It has small white fragrant flowers that are clustered and peeling bark. The center of the flowers have an unusual spotted pattern that is yellow. It also doesn't have any fruit. It's driving me crazy! Any thoughts much appreciated.

This is a Beauty-bush (Kolkwitzia amabilis), a deciduous shrub native to China, in the Honeysuckle family (Caprifoliaceae). Some recent taxonomy would include Kolkwitzia within the genus Linnaea. In that case, the name would be Linnaea amabilis.
