That Is a picotee-edge blue primrose (Primula vulgaris cv.). However, I believe that image has been altered ('photoshopped').

That pic has been floating around the web for awhile. In fact, I think I've seen it posted previously on these Forums. If you do buy those seeds and grow those blue primroses, please do post a pic of the resulting flower.
