Water type and pH for growing seedlings

Litmus paper seems like a good way to get a general ideal of the pH but how can you tell if that is a 7.0 or 8.0 or 7.5?

I can do 7 or 7.5 or 8 but not 7.1 or 7.2 or 7.9 or 7.8
