I've propagated TI plants twice now. They eventually seem to get these wired shredded leaves.

Disease, bug or is it just how these plants live?

Looks like pest damage to me. Take a magnifier and get a real good close up and see if you have bugs. Looking in the photos I see a hole in the ground that could be the home of a pest.

HI, thanks.

I think a rat made and lives in that hole (Now I just moved the plant near that hole a day ago).

Someone said it could be snail damage, what you think?

I'll find a magnifying glass.

Chewing/rasping damage by some type of insect or slugs/snails is a likely possibility. Visit your Ti Plants (Cordyline fruticosa) an hour or so after sunset with a flashlight in the hope of finding and identifying the pest responsible.
