Stones on pathway

Hi, I am going to put a large quantity of 20mm stones on top of weed control fabric to create the pathway to my garden. (i.e. in photo it is between the two fences).

The aim was to put the pathway only on the right hand side. Now, I am thinking of covering all the pathway area but there are bushes and a large hydrangea on the left. Does anyone know any reason why the black weed control fabric should not be put around all the established bushes, i.e. it may stop further shoots rising in ground or other problems?

Yes, it restricts water and air movement which can hinder nutrient absorption and can make the soil less healthy and less permeable...plus over time weeds will grow through it.
