Soaking seeds in water

I am about to plant some vegetable seeds (okra) and someone suggested to soak the seeds overnight or for couple of days before planting, to get it to grow quicker. I was just wondering if anybody has any good or bad experience of this,

I often soak seeds. I don't immerse them completely in water, but soak a paper towel or similar and lay the seeds on top. Seeds need air to germinate.

I soak my hard coated seeds in water and add a little liquid seaweed to it, with okra about 2 hours and beans about 1/2 hour or until the outer layer of the seed starts to open up.
