I have a lot of shredded paper that I would like to use as compost, but it has printer ink, pen, and pencil markings. Is that safe to compost?

Yes, it is, as long as it isn't coated. Some paper does not degrade easily because of the coating that makes it impervious to ink (the kind that doesn't smear). The ink or pencil marks will not cause any problems.
