Rose Rosette?

I’m probably just being paranoid but I would like advice please. I am new to rose gardening. About a month ago I planted two knockout rose bushes in my yard. One is doing fantastic.... the other not so much. I noticed a drainage issue where the sad one is planted so I did my best to amend the soil and raise the bush up to prevent root rot. This morning I came out and noticed some weird new growth, I am attaching photos. Hopefully I am just being paranoid, i just have nothing like this growing on my healthy knockout. Is this normal or possibly early rosette? Maybe it just needs to recover from the other issue?

Rose rosette looks like the equivalent of a tree witches' broom but at the blooming end of roses. You might get 50 buds/blooms where you expect to see 2. They almost look like you're growing bouquets.
