Rose rosette? Or no?

Hello everyone. I bought my house about five years ago and has been absolutely in love with gardening. I love my knockout roses in the last couple years they have been looking a little funky. I have heard about a rose rosette disease. I am not sure if that is what I have or not. Can anyone look at the pictures and give me some feedback? I can also get better pictures tomorrow and sunlight if needed. Thank you all!

Thank you. Yes, I was not sure if it was herbicide damage or Rose Rosette. Does anyone else have any input? I would love lots of feedback!

If the new growth is deformed "witches broom" leaves, then definitely Rosette. I would also lean toward that since all the tops are not affected.
