Raise ground level?

How do I properly raise the ground level along my stoop and driveway? I just put in a new driveway and stoop and it’s much higher than before

It is difficult to give accurate measurements because I can't tell from the picture how high the stoop is, but, if it were me I would taper new soil from about 2 inches from the top edge out about 3 feet. I would then add a good compost up to the top edge and cover with turf. I would then roll the new turf enhansing soil contact and lightly compacting the new soil and compost to slightly less than the top edge. Fertilise and water it in. I would guess that the hardest part of the job would be to find the proper turf grass and if you can't find it just take plugs from the grass you have.

I would seal the concrete before covering it.

I wouldn't raise the ground though neither. Let the grass grow longer.

It will make snow removal easier too.

If you want to raise the ground you can always add sand in thin layers over time. Every mowing or every other mowing just keep sprinkling sand afterward letting it grow into the sand. You shouldn't be able to see the sand from 10 feet away or so. Water it in as you go.

Enlarging the picture shows what looks like a wheelchair. If so, there will need to be a slope down from the stoop to the lawn. As Chuck has suggested, I'd also be inclined to raise the level of the lawn gently but bringing it up to stoop level.

Lots of options other than grass. Maybe pavers with a slight pitch to the ground. Not sure if it would go with rest of the landscaping though. You could make a pitch with gravel or decorative rock.
