I am growing morning glories as ground cover using stakes to keep vines where I want them to go. My question is if I cut the end of a vine does that vine continue to grow?

Yes, pruning anything encourages plants to grow. I have found an article for you to read :)

Yes, just as with a tree or shrub, tip-pruning the stem of a vine such as Morning-glory (Ipomoea spp.) will encourage side branching.
