I’m pretty sure it’s a Viburnum, probably odoratissimum.

I do agree with Viburnum, could be any one of the Tinus group. There are quite a few varieties of Viburnum, and many are superb for hedging. It has always been surprising to me that one genus can have so many varieties of leaves.
May I ask what happened to the ones that need replacing? It's just that if it was a soil borne problem it would be better to put any new plants in a different place.
