If its not hogweed then its probably eltrot according to plantnet. I've never heard of eltrot. Well it looks like eltrot is also a type of hogweed or cow parsnip.

Although hogweed grows here in Scotland, I think cow parsnip likes dry sandy condtion. My little patch has underlying boulder clay with poor drainage.

I have given up on trying to identify this plant. I’m just going to have to kill it. It’s rooted in a gap between slabs. Used a viscous weed killer on it last year and it completely disappeared, came bac this year. Have to get more serious about getting rid of it. Thanks everyone for suggestions.
