Plant not growing

Hi there
I've attached an image of a climbing plant we planted last year. It grew very well last summer and flowered too.

This year however, it's been about 1 month since we've had good weathers, yet the plant has hardly sprouted, let alone flowered!

Any suggestions or ideas?
