Greetings, welcome to the Forums.

This is Coastal Silk-tassel (Garrya elliptica) in the family, Garryaceae. It is an evergreen shrub native to coastal California and southwestern Oregon. It is a dioecious plant with male and female flowers on separate plants. The plant pictured appears to be a male plant. due to the length of the pendant catkins, which give the plant its common name.
