Palm looking plant and Pesky Bugaboos

I have this little palm-looking plant (not sure what it's called particularly), and it has been suffering from little white scale-looking bugs (see pictures). I'm not sure if the bugs were the only factor, but it's lost a few fronds. Anyhow I usually just remove/squish unwanted bugs, but when I tried that here I got a bunch of splinters from the plant... Any advice on getting rid of them? Or general advice with this plant?
