I would say fungus. Was it too moist in your garden? I don't know how that thing got there.

After reading Googles explanation on what this is, it seems likely that it was already in the mulch that i put down a day before. As long as it is not harmful to my plants i don't care. Thanks Guys for the help.

It is good stuff no matter what it looks like. All it does is help decompose organic matter. Depending on what your compost or mulch is made of it can be a very attractive thing, sometimes a blood red color, sometimes almost black and my perverse favorite light yellow with strings of green in it.
