Don't usually cut ours back, just let them die down, then mulch against frost. Yours look taller, is it for wind rock?

I live up in a mountain area in NW Oregon and have a pretty short garden season. I have to dig my dahlias up before the cold weather . The rain and cool weather here cause the dahlias to get mildew and rot . I need time and dry weather to let the tubers dry then store inside for the winter season. We get snow and ice winter storms . Not good for tender dahlias in the ground no matter how many layers of protection is on the top.
