Is this fungus?

Hi,

I would like to know if the white material on this tomato stem is fungus or if it's just density of those small white hairs that are also present further up the stem.

Also on one leave of the same plant, there are white (transparent) spots, but as the image from above shows, plant look healthy.

Thanks for any suggestions!
