Is this shrub a mock orange?

I'm in USDA zone 6. Very sandy soil. West Michigan USA.

There is a hacked up shrub with terrible form on the north side of my garage. I thought / assumed it was a red twig dog wood until it flowered this year and the flower is all wrong for a red twig.

This has been flowering over the last week or two - end of May to the first week or two of June.

Is this a mock orange?

Can I easily propagate or relocate this shrub to a new location?

They are butterfly magnets! My hubby cut both mine down because he couldn't stand the sweet smell.
