If i was going to put on a liquid amendment should i removed the straw that is down for a mulch layer?

In this case it's potassium sulfate that is mixed with water. There's also biomin copper that I'm adding through water. Would you just water it on top of the straw. Last time I removed the straw then put it all back, but I thought maybe I didn't need to do that.

If the goal is getting as much of this to the soil, then yes - move the mulch back, add your amendments, then move the mulch back into place - as you did previously. :)

Potassium sulfate is water soluble and won't stay very long. If you think you are putting something around the plant that will last a year, sorry it won't.
