Washington navel orange tree not going good

Hi guys hope your all good

I’m from Sydney Australia, I have recently planted a Washington naval orange tree about 4 weeks ago and it isn’t going well

I have added soil improver into the soil as well as plant food but nothing seems to be helping

as you can see in the photos the leaves look like they are suffering from some sort of parasite

any help or advice to help get my tree back to good health would be greatly appreciated

I am not familiar with Australian bugs but the picture shows what really looks like mites. I would spray with either horticultural oil or Neem Oil
