Identify pest please

I saw these on a couple of my plants for the 1st time. What are they and does a Neen oil spray work? Thanks.

Your pictures are out of focus and I cannot make a positive ID. It appears to be a nymph sharpshooter insect although I can't be positive. Neem will work with direct contact
