Honeysuckle not looking so good

Can't tell if it's not enough water or over watering.
Most leaves are yellow-brown and falling off the branches. Last year this time around we had green leaves and flowers.

Watering about once a week. We've also gotten intermittent rains.

Has anyone in the vicinity used a herbicide e.g. weed and feed recently?

I can ask my neighbor. The honeysuckle is bordering the house fence. But it's also on a raised bed, so perhaps if the neighbor used a herbicide on his side, it might not affect us?
