What plant is that? Is it getting enough light? Are you overwatering? Does it need better potting soil?

I think it is an onion with some jalapenos.
I suggest that before you decide to grow anything, google the plant and read how to grow it, what conditions it needs to grow in and follow those recommendations. You can't just put things in pots indoors and expect good results.

Every plant grows in nature in certain areas and is adapted to grow under certain conditions. If you fail to give the plant the conditions it naturally needs, you are just torturing the plant until it finally dies.

Right on, and onions need light, lots and lots of light, and really rich compost with maybe some well rotted manure in it for nitrogen now and some potash later on for potassium. Check the bottom of the pot from time to time and when you see roots coming through pot it on into something bigger. That size, this time of year , I would guess it is from a seed planted in August, or maybe a set in September, but it is a bit 'whispey' for that. It will be slow over winter, even with lots of light, but fairly hardy, it could be outside if the pot won't get frozen through, but that might be a bit of a shock for it. You should be up to a nine inch pot and get an onion about May.
Here's a good read on them. https://www.allotment-garden.org/vegetable-show/growing-onions-show-250-gram/

I see no sign of peppers.

If it is that small I would say now is the time to re-pot it, that pot is too small for both to share and it is best to do things like that early on before the roots get inextricably entangled.

Indoor onions need a ton of light to grow well. Artificial lighting is a must for indoor onions.
  • Short-day onions: These varieties need 11–12 hours of daylight to form bulbs. They are typically grown in warmer zones.

  • Intermediate-day onions: These varieties need 12–14 hours of daylight.

  • Long-day onions: These varieties need 14 or more hours of daylight. They are adapted to Northern summers and are larger, so they require extra space. AI
