Help Norway maple globosum what’s wrong

I planted 5 globosum at front of the garden last summer. 4 came out in wonderful foliage over a month ago. The fifth has green buds but has never progressed beyond that. Is it dead (if I scratch the bark it is fleshy green )? Dormant ? Will it ever recover ? Should I replace ? There is a very slight slope downwards towards the poorly one and a drive way just after it and someone has suggested water is maybe pooling at the poorly one ? Any thoughts ? Thank you

How odd! I'm not sure what could have caused that to be honest, but hopefully someone here will be able to help. If you bought them from a nursery or garden centre less than a year ago you may be able to get a replacement depending on their policy, so that might be worth checking.

Whenever I see young trees planted and staked, I know that someone is going the extra mile to ensure their tree thrives. Nice job! As for the naked tree - the only thing I would do at the present time is remove the sod away from the roots approximately the diameter of the branches. Allow the soil to dry a bit before watering. DON’T dig it up yet. My guess is it will survive.
