Good Flowers for This Planter/Birdbath?

Hi all! I am back with another question about what to plant in something. This time I have a planter/birdbath with the following dimensions:

Top Circle: 7.5" diameter, 5" deep

Bottom Circle: 16.75" diameter, 3.5" deep

I was thinking of flowers here. We are in a central Floridian climate, and this planter gets little sunlight due to the tree next to it. Squirrels are also a common issue. Any and all ideas are welcome!

If it is a sealed bowl then any kind of plants will suffer because there is no drainage. You might be able to drill some holes in it with a concrete bit and go from there.
