You can make fortified compost by addition of layers of plant material alternating with fertilizer especially urea and other formulations. These layers are laid above ground and turning is not necessary. Simply remove the upper layer and put it in a new position on the ground and continue until the lower layer is now on top in the new pile. This should be done on weekly intervals. In the end, mix everything and you would have a rich fortified compost.
