Last summer we planted a few Garden Mums in our front yard garden. In the fall, to get them ready for winter I followed advice that I got from a few sources online and cut them back leaving each branch about 2" above the ground. Then I covered each plant with a mound of mulch.

Now it's spring and warm (I'm in the Denver area) and I've noticed that on some, not all of them, there appears to be some new growth but not from the cut back branches. See the photo. I'm curious whether or not this is normal.
