Crepe myrtle shoots fall off?

Hi all
This last week I've noticed the new shoots falling off my crepe myrtle -quite a few. Any ideas why? Live in virginia and have received a lot of rain the last few days.

Do the shoots look like they have been evenly sawed off. If so it is probably a twig girdler

The shoots appear to be snapping off. Almost as if the weight of the shoot is too heavy for the connection to the main trunk to hold.
