There's some sort of a cotton substance growing on my cactus for more than a day due to which the cactus is bending. I purchased the cactus 8 days ago and haven't watered it since. I keep the cactus indoor and make sure it gets 2-3 hours sunlight everyday. Please help me assess and resolve this issue.

Looks like spider mite webs. I don't know what you have in India as far as insecticides but I am sure you have insecticidal soap and rubbing alcohol. Spray with the soap and the next day with the alcohol. Do this twice a week for 3 weeks. And don't go back to where you purchased the plant.
